Playstyle
We can tell from Phoebe's kit that her playstyle revolves around her ability to summon the Ring of Mirror and her Forte Circuit. When Phoebe is inside or outside the Ring, it will trigger different effects and here we recommended to stand inside because the basic attack will be enhanced.
Her Forte Circuit is also important when you use Phoebe, she has 2 Forte bars, Prayer and Gospel, and 2 modes of status, Absolution and Confession. Both of these staus can help Phoebe to apply 1 stack of Spectro Frazzle and especially the Confession mode is a sub-DPS mode tailored around buffing the Spectro Frazzle Effect.

Skill Priority
As we mentioned above, Forte Circuit is an important part of Phoebe's playstyle, so it is suggested that Forte Circuit be leveled up first. Resonance Skill is mainly for summoning Ring of Mirror, so it is not as important as the Libertion that deals AoE DMG. Outro Skill's DMG is higher than Intro Skill and Normal Attack, so the recommended Skill Priority is Forte Circuit > Resonance Liberation > Resonance Skill > Outro Skill > Normal Attack > Intro Skill.

Her best weapon is obviously her signature weapon, it has a base attack of 500 and will give up to 36% CRIT Rate. Its passive will give you 12% DMG bonus to your basic attack and heavy attack whenever you attack an enemy that is affected with Spectro Frazzle.
Undoubtedly it is Phoebe's dedicated weapon as it gives her everything she wants mainly the heavy attack DMG and CRIT Rate.

The Stringmaster is much like Phoebe's signature weapon, however, its passive is where things change you gain a flat 12% damage bonus just for nothing. So that's neat and you also gain 12% attack whenever you you use your Resonance Skill.
But you are only going to be able to get one stack because Phoebe is only able to use her skill once within a duration, so it is the second nest weapon for Phoebe.

It has 500 base attack and 72% CRIT DMG, this is actually better than the CRIT Rate that her signature weapon and Stringmaster give. Because Phoebe gets 20% CRIT Rate from her sets already, she kind of overlap on CRIT Rate with those other two weapons.
However, this weapon does drop the ball a little bit, giving only 12%basic attack bonus and 12% attack. So it is still worse than Stringmaster.

This is going to be the free weapon from the 2.1 event, be the best F2P option and be quite a large margin better than most F2P weapons for most characters. It has a decent case attack and attack percent as the secondary stat. However, its passive is where you get the real value. Whenever you attack an enemy with Spectro Frazzle on them, you will gain 10% Spectro DMG bonus, stacking up to 4 times, so this is a total of 40% Spectro DMG bonus.
This is quite a good effect and a lot better than most 4-star in the game and it is going to be the best F2P weapon for Phoebe.

2-Pc: Spectro DMG + 10%
5-Pc: Inflicting enemies with Spectro Frazzle increases Crit. Rate by 20% for 15s. Attacking enemies with 10 stacks of Spectro Frazzle grants 15% Spectro DMG Bonus for 15s.
The best Echo Set for Phoebe is the Eternal Radiance, the 5-Pc effect is what Phoebe really needs during the battle.

Nightmare: Mourning Aix
The main Echo you will use is the Nightmare: Mourning Aix because it is a summon that doesn't require Field Time and has pretty good damage and it also give 12% Spectro DMG bonus.
2. Great Alternatives
Celestial Light
2-Pc: Spectro DMG + 10%.
5-Pc: Spectro DMG + 30% for 15s after releasing Intro Skill.
The 2Pc effect is the same as the Eternal Radiance, but the 5-Pc will give an extra 30% Spectro DMG bonus which is worse than the CRIT Rate given by Eternal Radiance.
Active Echo
Morning Aix
Transform into Mourning Aix and perform 2 consecutive claw attacks, each attack dealing 157.44% and 236.16% Spectro DMG respectively.
After the transformation, increase the current character's Spectro DMG by 12.00% and Resonance Liberation DMG by 12.00% for 15s. It has a cast time of 20s, but its buffs are worth it.

As for 4-Cost, it's going to be the CRIT Rate or CRIT DMG, run CRIT DMG if your weapon has CRIT Rate, otherwise it would be CRIT Rate.

Sequences
Sequence 1
Liberation's damage multiplier will be increased by 480% instead of 255% when Phoebe enters Absolution status. A big increase to her nuke but not really for her rotation, but if you are in Confession instead, you'll get a 90% DMG multiplier buff and you'll be able to apply the maximum amount of Spectro Frazzle on enemies which currently is 10.
Sequence 2
Her S2 will buff Outro Skill DMG, amplified by 120%, a massive increase within the Confession mode, so it's going to be the strongest sequence for Phoebe's Confession mode.
Sequence 3
The multiplier of the DMG dealt by Heavy Attack Starlight Brilliance is increased by 85%. It is also a great increase for Phoebe's damage output.
Sequence 4
Whenever you hit your basic attack, the target Spectro RES will be reduced by 10%, this is a normal sequence, not that good and not that bad too, you can pull for it if you want.
Sequence 5
Casting your Intro Skill will increase Phoebe Spectro DMG by 12%, this is kind of a disappointing sequence, and not recommended.
Sequence 6
Whenever enemies enter the Ring, they will be frozen for 2s which can be proced once per Ring. So whenever you recast it, you'll be able to proc it again. Additionally, if you are in Absolution or Confession, casting Resonance Skill will allow an extra heavy attack and it also gives 10% ATK bonus. Because it has a 12s cooldown, you'll be able to do this two times per rotation. This is the second best sequence for Absolution.
So if you want to invest in Phoebe, it is better to get her weapon first and then go until S3. If you only want to grab her up to use her with Zani later down the road, you can stop at S2.
Recommended Teams
Phoebe's teams are very unique because it's essentially a mix and match. Her mechanics make it hard to find a good buffer but she will be able to do something.
1. Best DoT Team: Phoebe + Rover + Shorekeeper / Verina / Baizhi
Main DPS: Phoebe
Sub DPS: Rover • Spectro
Rover is the best teammate for Phoebe, due to the fact that they are the only character in the game currently able to inflict Spectro Frazzle onto enemies.
Given Spectro Frazzle is a DoT mechanic， the more stacks of Spectro Frazzle that have been inflicted on enemies, the more damage they will take. Having both Phoebe and Rover will allow a more comfortable experience in maintaining a max of 10 stacks of Spectero Frazzle to deal the most damage possible.
In addition, Rover's S4 is capable of healing teammates along with shredding 10% Spectro resistance through scale with Rover's final sequence for 20s. So Rover is going to synergize extremely well alongside Phoebe given the ton of utility Rover can provide.
Support: Shorekeeper
Shorekeeper is a top-tier support, offering consistent healing for Rover and Phoebe, plus CRIT Rate and CRIT DMG bonuses via her Stellarealm field, which persists for 30 seconds even when switching characters. Her Outro Skill further boosts team damage. Verina or Baizhi are good alternatives if you lack Shorekeeper.
2. Hypercarry Team 1: Phoebe + Roccia + Shorekeeper
3. Hypercarry Team 2: Phoebe + Sanhua + Baizhi
As Phoebe's main source of damage is her basic attack, Resonators like Roccia and Sanhua that can buff her basic attack are Phoebe's good teammates in the Hypercarry team.
