What is State Transfer?

State Transfer is a highly anticipated event in Whiteout Survival that occurs irregularly, usually every 4 to 7 weeks(start usually day after svs ends). It lasts for 7 days and offers players the chance to move their city to a new state. A few days before the event, Whiteout Survival will post about it on their official X account.

This feature is a lifeline for chiefs aiming to revitalize their experience—whether by joining a more active community, aligning with a powerful alliance, or gaining an edge in events like State vs. State. This event is divided into three distinct phases:

Phase l: Pre-Transfer ( 3 Days)

During this phase, the President can set a Power Cap threshold for entry into their State, Chiefs above the Power Cap can only transfer to a State at the invitation of its President in Phrase ll or Phase lll. Ordinary chiefs (not presidents) will be able to view potential destinations and the status of target States.

*Note: States are categorized as either Leading or Ordinary. Leading States' Power Cap threes holds cannot be modified and are set to the lowest level by default; Leading States cannot issue Special Invites.

Phase ll: Invitational Transfer (2 Days)

Presidents may issue Ordinary and Special Invites to ask Chiefs of other States to transfer early.

*Note: Your Transfer Score is based on Chief's Furnace, Gear, Charms, Hero Power, etc., not Troop power. The higher your Score vs a State's Rating, the more Transfer Passes you'll need. F2P players likely won't exceed 10 Passes.

Phase lll: Open Transfer (2 Days)

Chiefs are free to transfer anywhere provided they meet a State's PowerCap.

State transfers require Transfer Passes, with the number hinging on your Chief's Transfer Score. The higher your Chief's stats (contrasting with States' Rating), the more Passes needed.

*Note: During the transfer, your city will be randomly teleported to an area of the Ice field in the target state, and you'll receive a 24-hour shield to protect your base. Keep in mind that the transfer is permanent, and you'll remain in the new state after the event ends.

Transfer Requirements

To be successful, State transfers must also meet certain requirements. The following are Personal and state requirements:

Personal requirements

  • City is not in combat.
  • The Chief is not a part of any Alliance.
  • The Chief does not exceed the Power Cap.
  • Has fewer than 4 characters in target state.
  • Not a President or the previous President during an interregnum.
  • The Chief has reached the required Furnace level (this requirement varies with the number of days the State has been active and the maximum level required is 30).
  • More than 30 days have passed since last transfer (only 1 transfer per event allowed).

State requirements

  • The latest generation of heroes must be the same on both servers.
  • The server cannot be more than 90 days younger or older than the state you originate from.
  • The furnace era, all unlocked buildings, available beasts, chief and hero equipment must also match.

Failing to meet any of these criteria will halt your transfer, so double-check your eligibility before the event begins. In addition to meeting the above conditions, you need to prepare enough Transfer Passes.

 

How to Get Transfer Passes

Transfer Passes are essential for your city during State Transfers. The amount needed hinges on your Transfer Score, which reflects your Chief Power, Hero Power, Equipment Level, and other relevant attributes.

Alliance Shop

Cost: 150,000 Alliance Tokens

For F2P or low-spending players, Transfer Passes can be purchased using Alliance Tokens in the Alliance Shop. Each pass costs 150,000 Alliance Tokens and refreshes weekly. Gathering Transfer Passes this way is slower, but it's a feasible choice for F2P players.

State Transfer Restrictions
