Phoebe, an acolyte of the Order of the Deep, is stated to be a limited 5-star character with the Spectro element and uses the Rectifier weapon type in battle.

Normal Attack
- Basic Attack
This is pretty self-explanatory as just does 3 consecutive attacks, all of which do Spectro DMG to the enemy.
- Heavy Attack
Her Heavy Attack is also pretty simple as using it consumes your stamina and it deals Spectro DMG to the target.
- Mid-air Attack
Her Mid-air Attack is more unique as using it causes Phoebe to ride her Bluebird staff and dive down to attack the enemy. Consuming Stamina and dealing Spectro DMG.
- Mid-air Heavy Attack
The most unique part of Mid-air Heavy Attack is that it allows Phoebe to ride her Bluebird staff for a certain distance while consuming stamina. This ability can be recast after a Mid-air Dodge or after using a grapple.
This is a pretty handy ability for open world traversal, as it will essentially allow you to fly with Phoebe staff as long as you have the stamina to spare, sort of similar to Shorekeeper's heavy attack.
- Dodge Counter
Phoebe's Dodge Counter just does Spectro DMG when using a Basic Attack after a successful Dodge. When Phoebe is inside the Ring of Mirrors, Dodge Counter becomes Chamuel's Star: Dodge Counter.
Resonance Skill: Seeking the Light
Phoebe's skill has some interesting mechanics. When you press the resident skill, it will summon a Ring of Mirror at the target location, which deak Spectro DMG.
When there is a Ring of Mirror close to Phoebe and Phoebe is outside of the Ring of Mirror, you can tap the skill to teleport her inside of Ring of Mirror which will knock back nearby enemies and deal Spectro DMG.
However, if you hold the skill, it will just summon the Ring of Mirror to your location and knock back enemies.
Ring of Mirror
The Ring of Mirror itself has a duration of 30s and temporarily slows the hit target's movement when Phoebe summons a new Ring of Mirror. The existing Ring of Mirror disappears.
Furthermore when Phoebe is outside that hit, basic ATK that hits the Ring will refract Pious Brilliance, which deals Spectro DMG to enemies inside the Ring of Mirrors, considered as Basic Attack DMG. Can be triggered 1 time every 0.5s.
On the other hand, when Phoebe is inside the Ring, her basic ATK is replaced with Chamuel’s Star which performs up to 3 consecutive attacks, dealing Spectro DMG and it is considered as Basic Attack DMG.
Resonance Liberation: Dawn of Enlightenment
Phoebe Liberation is a big nuke that concentrates the light in her hands into Mirrors of Enlightenment, which deals AoE Spectro DMG when smashed.
By the way, the Ultimate's animation is similar to Cardcaptor Sakura, so anyone who enjoys it should not miss out on Phoebe.
Forte Circuit: Bluebird Blessings
Phoebe will get two types of special Stacks. First one is called Prayer, Phoebe can hold up to 120 stacks of Prayer. These stacks are obtained with time as 5 stacks can be earned automatically every 1s.
Second type is called Gospel. Phoebe can hold up to 60 stacks of Gospel. It is obtained when Phoebe enters either the Confession or Absolution Status from her Forte Circuit itself.
When Phoebe's Prayer is full and Gospel is at 0, holding Basic Attack consumes all Prayers to directly cast an enhanced heavy attack called Starlight Brilliance. And if the target hit has the Spectro Frazzle Effect, the damage dealt is amplified by 160% and additionally causes Phoebe to enter the Absolution Status where the Basic Attack resonance energy regeneration from her attack is increased by 8 and an extra 6 points of Conero Energy is recovered.
On the other hand, holding Phoebe's Skill consumes all Prayers to cast Skill called Seeking the Light. This attack knocks back nearby targets but does not summon the Ring of Mirror. And it additionally causes Phoebe to enter the Confession Status where she recovers an extra 13 points of Resonance energy. This effect is affected by energy regen and recovers an extra 30 points of Conero energy.
Another thing to note is that Absolution Status and Confession Status cannot exist at the same time as entering into one will end the other.
Absolution Status
Absolution Status reduces the amount of Prayer consumed after casting Heavy Attack Starlight Brilliance by 10 and if a target hit has the Spectro DMG dealt increases by 160%.
Additionally the damage dealt by Liberation and Outro Skill also increased by 145%.
Confession Status
It adds 5 stacks of Spectro Frazzle to the targets hit by the enhanced Heavy Attack Starlight Brilliance and also adds 8 stacks of Spectro Frazzle to the target when casting Liberation.
Additionally, when casting Outro Skill onfield, Resonators in the team obtain the Silent Prayer Effect which causes enemies within a certain range to have their Spectro Resistance decreased by 10%.
And after enemies with the Spectro Frazzle Effect trigger damage, the next time damage is dealt by the effect. The damage duration is increased by 50% and the effect damage is amplified by 100%. This effect lasts for 30s and if Phoebe enters Absolution Status, this effect prematurely ends as for Phoebe's enhanced Heavy Attack.
Intro Skill: Golden Grace
Her Intro Skill will do Spectro DMG to enemies and apply 1 stack of Spectro Frazzle.
Outro Skill: Attentive Heart
It deals Spectro DMG scaling off Phoebe's attacks to any enemy nearby.

2. A Boat Adrift in Tears
Under the Absolution status, DMG dealt by Outro Skills to enemies with the Spectro Frazzle Effect is amplified by 150%. Under the Confession status, DMG dealt by the Spectro Frazzel Effect of the Silent Prayer is amplified by 120%, target's hit with Heavy Attack Starlight Brilliance receive an extra 2 stacks of Spectro Frazzle Effect.
3. Daisies Weaving Wreaths and Dreams
The multiplier of the DMG dealt by Heavy Attack Starlight Brilliance is increased by 85%.
4. Ringing Bells on Wings Aloft
When Basic Attack or Basic Attack Chamuel's Star hits, the target's Spectro RES decreases by 10% for 30s.
5. Pray to the Distant Light
When Casting Intro Skill Golden Grace, Phoebe's Spectro DMG Bonus is increased by 10% for 15s.
6. Whispers of the Bluebird
When entering the Confession status or the Absolution status, Crit. This rate is increased by 50% for 25s.
