Basic Information
Asaba Harumasa is a member of the Hollow Special Operations Section 6 faction, which includes Tsukishiro Yanagi, Soukaku, and the new character Hoshimi Miyabi.
As an Electric attacker, Harumasa sacles off Attack and primarily CRIT Rate and CRIT DMG. Interestingly, he does benefit from an Anomaly being placed on an enemy.
However, for the most part, he excels in a stun setup, where his teammate stuns the enemy first and then unleashes his damage. This is due to his core passive, which we'll discuss in the Core Skills section.
His playstyle, blending both ranged and melee attacks, is one-of-a-kind in the game. With exceptional mobility and high damage potential, he's a formidable force on the battlefield.
Thanks to the CRIT Stats he gets for free, you can easily hit huge numbers of CRIT Rate and damage on his Dash Attack, which is going to be your main source of damage.

Basic Attack
Cloud Piercer
Press to activate:
Launch up to five piercing attacks, delivering both Physical and Electric DMG.
When the Basic Attack's fifth hit strikes an adversary, it generates 2 Electro Quivers.
After activating a Chain Attack, the next time Harumasa activates the 5th hit of Cloud Piercer and hits an enemy with it, it generates 6 Electro Quivers.
Cloud Piercer - Drift
During Cloud Piercer, drag the stick/joystick and press to activate:
Shoot a ranged piercing attack and reposition towards the corresponding drag direction, dealing Physical DMG.
Falling Feather
After the fifth hit of Basic Attack: Cloud Piercer, a Special Attack, an EX Special Attack, or a Chain Attack, hold to activate:
Shoot Falling Feather at the opponents ahead, inflicting Electric DMG.
Hold to aim at a target; release to activate.
After drawing the bowstring and aiming, unleash Falling Feather on the target, inflicting Electric DMG.
Ha-Oto no Ya
When the fifth hit of Basic Attack: Cloud Piercer / EX Special Attack/Chain Attack lands on an adversary or the ground, it can produce 2 / 6 / 6 Electro Quivers.
If no Electro Quivers are on the field when any squad member uses an Attribute Anomaly on an adversary, 6 Electro Quivers are generated. This effect can occur once every 12s.
There can be up to 6 Electro Quivers present at once.
If any Electro Quivers are present when Harumasa fires and hits foes with Falling Feather, the Electro Quivers will activate and fire Ha-Oto no Ya at them, inflicting Electric DMG.
Ha-Oto no Ya will apply Electro Prison to opponents hit, accumulating up to 8 times and lasting 10s; repeated triggers reset the duration. Targets with at least 2 stacks of Electro Prison will be X-Marked.
Special Attack

Launch an arrow forward, dealing Electric DMG.
Anti-Interrupt level is increased while using this skill.

Dash Attack: Hiten no Tsuru - Slash
While there are X-Marked enemies on the field, Harumasa will enter the Awakened state, switching Dash Attack: Hiten no Tsuru for Dash Attack: Hiten no Tsuru - Slash.
While in the Awakened state, press during a dodge to activate:
Rush forwards to the nearest X-Marked enemy and unleash a strong slash that deals Electric DMG.
When the slash hits the target, it depletes 2 stacks of Electro Prison. With less than 2 stacks of Electro Prison, X-Marked will be eliminated from the opponent.
Before X-Marked is gone, continually tap to activate Dash Attack: Hiten no Tsuru - Slash. Harumasa departs the Awakened state as there are no X-Marked adversaries on the field.
While in the Awakened state, press after Basic Attack: Falling Feather to quickly follow up with Dash Attack: Hiten no Tsuru - Slash.
During skill activation, the Anti-Interrupt level increases, and DMG taken is reduced by 40%.

Quick assist: Braced bow
When the on-field character is launched, press to activate.
Unleash a piercing assault on foes ahead, inflicting Electric DMG.
Defensive Assist: Yugamae
When the on-field character is about to be attacked, press to activate:
Parries the enemy's assault, causing enormous Daze.

Harumasa's Dash Attack: Hiten no Tsuru - Slash's CRIT Rate increases by 25%, and when Harumasa's Dash Attack: Hiten no Tsuru - Slash triggers a critical hit against an enemy, he gains 1 stack of Gleaming Edge, for a maximum of 3 stacks per skill use and stacking up to 6 times, lasting 5s; repeated triggers reset the duration.
Gleaming Edge stacks improve Dash Attack: Hiten no Tsuru - Slash's CRIT DMG by 12%.
Additional Ability: Overclocking
When another member of your squad is a Stun or anomaly character:
Harumasa's damage is increased by 40% when his attacks hit Stunned foes or adversaries with Attribute Anomaly.
When Harumasa's Falling Feather strikes Stunned enemies or enemies with Attribute Anomaly, it applies 2 stacks of Electro Prison to the target.
Best Drive Disc for Harumasa
Thunder Metal
2-Pc: Electric DMG +10%
4-Pc: As long as an enemy in combat is Shocked, the equipper's ATK is increased by 28%.
The 4-Pc Thunder Metal is the best choice for Harumasa since he already get a lot of CRIT Stats, 28% combat attack is quite huge for his damage.
Mindscape Cinema
1. "High Spirit"
The maximum stack limit for Electro Prison in Basic Attack: Ha-Oto no Ya has been increased to 14 stacks. When an Electro Quiver is activated, two successive Ha-Oto no Ya are shot at the target.
2. Languish
Harumasa gains 7 stacks of Electro Blitz when he performs a Chain Attack or Ultimate, with a maximum of 7 stacks.
Electro Blitz enhances Dash Attack: Hiten no Tsuru - Slash's DMG by 50%.
Once Dash Attack: Hiten no Tsuru - Slash has ended, consume one stack of Electro Blitz.
3. White Lies
Basic Attack, Dodge, Assist, Special Attack, and Chain Attack Lv. +2
4. Occasionally Motivated
Electro Prison now lasts 20s. When Harumasa uses Dash Attack: Hiten no Tsuru - Slash on foes, he obtains 30 Decibels. When you activate Ultimate, all on-field foes will receive the maximum number of Electro Prison stacks.

6. Tacit Understanding
After Ha-Oto no Ya hits Stunned enemies or enemies with Attribute Anomalies, Harumasa will ignore 15% of the target's Electric RES for 12s.
Every 12 times Ha-Oto no Ya hits an enemy, an additional electromagnetic explosion occurs, dealing 1,500% of Harumasa's ATK to the target as Electric DMG.
Final Thoughts
For the question we mentioned at the beginning, does Harumasa match the S-Rank classification? The answer is yes.
Harumasa compensates for his archetype's weaknesses with insane damage multipliers and excellent Synergy with some of the best supports available.
But here is the twist, his damage output is heavily dependent on his weapon and support team. So you do need to have a reliable Stun. Otherwise, his damage output will take a hit.
